Plainfield to Raise Utility Rates in 2026

Summary of Rate Adjustments and Resulting Average Monthly Bill

Plainfield residents may notice higher bills come 2026 as the town decides to increase utility rates.

"It's not something we want to do," Town Manager Andrew Klinger shared, but rather something they need to do.

Following an analysis ran by the Town’s financial advisors, it was determined that the net income is shrinking, according to Klinger.

In other words, in order to continue providing high quality service, especially during this time of inflation, it was recommended that the town raise utility prices. All Plainfield Utility customers will be affected by this come 2026.

Specific points of impact include water rates, stormwater rates, and wastewater rates.

Additionally, residents will also experience an increase in trash service rates around the same time frame.

Speaking of time, the adjustments will be phased in over a five year period. Phase one of the utility increase will take effect on February 10, 2026. The adjustment will appear on bills March 30th. And the adjusted rate bills will first be due on April 15, 2026.

Subsequent phases, which mean additional increases, will occur at the start of each following year until 2030.

" We're just trying to minimize the impact on residents by balancing it out over time," Klinger said.

While the Town claims to recognize the impact of inflation on everyone, Manager Klinger  emphasized Plainfield's history of being a generally low cost provider.

"I think Plainfield is the lowest cost utility provider in central Indiana," Klinger shared. "Even after all these rate increases are implemented. . .our rate is still going to be way cheaper than pretty much every community in central Indiana," he added.

The average residential bill is based on a usage of 4,000 gallons.
